The Welsh Environment Secretary, Jane Davidson, has been making noises about plastic carrier bags for some time. Back in February, plans were announced to look at a carrier bag ban, the Welsh Assembly Government - with the unfortunate acronym WAG - have now issued a consultation looking at how and when a levy could be implemented to try to get the Irish effect where carrier bag use went down by 90% almost overnight when a 9p tax was introduced a few years ago.
In 2008, there were allegedly 480 million carrier bags issued by retailers in Wales. A Scottish MSP tried to get a similar tax introduced a couple of years ago, but didn't get enough support partly due to a strong anti lobby by many of the retailers who would have to make it work and see themselves as being glorified tax collectors. However, if it proceeds in Wales, it is difficult not to see this being rolled out across the UK.
